Nedco foreclosure advisers set up in Oregon City

A Springfield nonprofit is expanding the corps of housing counselors serving the Portland area with a new Oregon City office.

The Neighborhood Economic Development Corp. — known as Nedco — will have a staff of three foreclosure counselors and two assistants in the Oregon City office. It will be the first such agency in Clackamas County and the fourth in the metro area to provide foreclosure counseling for homeowners.

To meet increased demand, legislators allocated $3million to hire 26 housing counselors throughout the state. Oregon Housing and Community Services put special emphasis on areas deemed underserved, including the Portland area.

Clackamas County was one of Oregon’s hardest-hit in the foreclosure crisis. In June, 127 homes started the foreclosure process — though not necessarily for the first time — and 92 were repossessed by banks.

Open House and Safety Fair: THIS WEEKEND

Open House and Safety Fair:

The Estacada Fire District will holds an Open House and Safety Fair Sept. 15 to give residents a chance to meet firefighters and learn about the services they provide.

The open house will be held 11 a.m. to 3 p.m. Sept. 15 at the Main Station, 261 S.E. Fifth Ave.

A Lifeflight helicopter ambulance is set to land at 11 a.m., when lunch will be served.

At noon, firefighters will give an emergency medical demonstration.

A rope rescue demonstration will be given at 1 p.m.

At 2 p.m., firefighters will demonstrate the “Jaws of Life” equipment used to extricate people trapped in their vehicles after a crash.

Station tours and exhibits will be available throughout the day. Firefighters will explain the equipment they use and provide information on how to become a volunteer.

The “Biking Safety Street” exhibit will offer pointers on safe cycling. An ambulance also will be available for inspection. A 9-1-1 simulator will demonstrate how emergency calls are taken and how responders are dispatched.

A raffle will be held for a child’s birthday party to be held at the fire station.

Overall the Oregon City market is still a buyer’s market. Interest rates are still at all time lows and the average market time is at 87 days. When the year to year price comparison is relatively unchanged and the average sales price percent change is up significantly from last year at this time I have to look at more factors such as inventory and market time and give it a current price trend rating of Appreciating.

Oregon City’s Average Sales Price Percent Change is -0.2% ending July 2012 compared to Oregon City’s Average Sales Price Percent Change ending July 2011 was -9.6% or an increase of 9.4% comparatively.

Average Sales Price Percent Change is a good conservative indicator for determining if a market is appreciating or depreciating. *This is the 12 month rolling average for sales price which takes the rolling average sales price over her last twelve months (8/1/11- 7/31/12) and compares it to the rolling average sales price of the previous 12 months (8/1/10-7/31/11).

July Residential Highlights

All measures of real estate activity are positive when comparing July 2012 with July 2011. There were 2,372 accepted offers, 23% more than the 1,928 reported in July 2011 although down slightly (-2.6%) from last month. The 1,973 closed sales represent a 15.4% increase over the same month last year, when 1,709 were recorded. This represents the highest number of closed sales in the month of July since 2009. New listings rose 7.5% from 2,942 to 3,162 when comparing July 2011 to July 2012 but were down slightly (-1.4%) from the previous month. Overall real estate activity is positive when comparing July 2012 to the same month last year but down slightly from the previous month. We’ve seen a similar pattern in prior years with activity dropping in July from June highs. The unsold inventory in months ticked up slightly from 3.9 in June to 4.6 in July and is lower than any July since 2006. It would take only 4.6 months to sell the 9,041 active listings at the July rate of sales.

Sale Prices

Home sale price measures were all positive in July. The median sales price rose 7.8% when comparing July 2012 with the same month in 2011 and 1.2% when comparing it to the previous month. When comparing the percent change of the last 12 months with the previous 12 months we see a 0.7% gain in the median price.

The Portland metro real estate market

The Portland metro real estate market has likely hit its peak for 2012, with July results showing consistent price increases and steady activity. Just under 2,000 units closed escrow in July, down from 2,224 sold properties in June but still a couple hundred units above last year’s mark. Looking at specific market areas, nearly all close-in Portland neighborhoods are showing appreciation when comparing 12-month rolling averages. The time-on-market figures are down to a little over two months in North, Northeast, and Southeast Portland. The suburban areas are taking a little longer to post positive pricing trends.
